Newsletters are delivered by hand to residents still living on 519 E. Main and Liberty Street site, and by U.S. mail to residents who have relocated.

Attend the monthly resident listening sessions

These sessions are held on the last Tuesday of the month at 10 a.m. Meetings are held in Room 3412 of the Main Public Library located at 300 N. Roxboro Street.

Resident relocation is happening in 4 Phases

Because the existing buildings at 519 E. Main and Liberty Street are being demolished, residents will be asked to relocate. DHA will pay for relocation expenses and has contracted with Housing to Home to provide relocation support to residents.

Phase 1

Completed in 2021. This phase affected Liberty Street residents on the northeast portion of the site (closest to the intersection of Liberty and Elizabeth Streets).

Phase 2

Completed in July 2023. This phase affected Liberty Street residents living on the southeast portion of the site (along Elizabeth and Commerce Streets).

Phase 3

Completed in January 2024. This phase includes the remaining Liberty Street residents.

Phase 4

In process. This phase includes the residents of 519 E. Main.

Progress on Phase 4 relocation

Housing to Home has contacted all households in Phase 4 to discuss relocation needs. This includes the size of apartment that your household needs, location preferences and whether you want a Tenant Protection Voucher to rent a unit on the private market. 


As the next step, Housing to Home will begin following up with households in Phase 4 to discuss temporary housing options. These temporary housing options might include a similar unit in another DHA-owned property or a voucher to rent an apartment owned by a private landlord. In some cases, residents may move temporarily to another DHA-owned property and then use a voucher to rent an apartment on the private market.


Once you’ve accepted a temporary housing option, Housing to Home will coordinate your move by providing packing materials and scheduling movers to transport belongings to the new home. You also have the option to move yourself.

Invest in the surrounding neighborhood by providing small business assistance and supporting community institutions.

Your Right to Return 

All residents who are temporarily relocated as part of the 519 E. Main and Liberty Street redevelopment have the right to return to the site when new units become available. You won’t be required to undergo any additional screening and you won’t be asked to pay more in rent. Your rent will still be based on 30% of your household income.

To be eligible to return, you must remain compliant with your lease while living in DHA properties. This includes paying rent on time, completing annual recertifications and following rules about conduct in DHA properties. If you use a Tenant Protection Voucher to rent a unit on the private market, you are also expected to stay current on your portion of the rent and to follow your landlord’s rules of conduct.

Since redevelopment of 519 E. Main and Liberty Street is being completed in phases, replacement units will be available in phases as well, not all at once. As replacement units become available, DHA will reach out to relocated residents to inquire if they wish to return to the new units. Residents will be contacted in the following order:

  1. Residents relocated in Phase 2 of Demolition/Relocation (Commerce Street)
  2. Residents relocated in Phase 3 of Demolition/Relocation (Dillard Street)
  3. Residents relocated in Phase 4 of Demolition/Relocation (Main Street)
  4. Residents who voluntarily moved offsite prior to the start of relocation

All original residents will have the opportunity to return to the redeveloped site if they choose to do so.  You can also choose to stay in your temporary housing, which will then become permanent.  This applies both to residents who relocated to other DHA properties and to residents using Tenant Protection Vouchers.   

Upcoming opportunities for residents

One of the exciting features of Durham Choice is the opportunity for residents to access education, employment, and healthcare-related services provided as part of the Durham Choice Program. Participation is voluntary – you choose whether you want to work with a Durham Choice team member to connect to resources and services that will help you achieve your personal goals.
